Round table on the topic:

On March 13, 2026, a Roundtable on the topic: «Veteran Code of Ukraine: Doctrinal and Legal Basis and Current Issues of Adoption» was held at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine.

The event was attended by scientists, representatives of state institutions, military personnel, veterans, judges, experts and representatives of professional associations and lobbying organizations.

The purpose of the Round Table was a professional discussion of the doctrinal and legal grounds and expediency of adopting the Veterans Code (a codified act in the field of veterans' policy to create a unified legal basis for supporting veterans and their family members) and its place in the Ukrainian legislative system, as well as key provisions regarding the legal status of veterans and state guarantees of their social protection, etc.

Opening the Round Table, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the NAPRN of Ukraine Olexandr Skrypniuk noted that the formation of effective legal regulation in the field of veterans' policy is an important task for both the legislator and legal science. In the modern conditions of Ukrainian statehood, the problem of social protection of veterans is acquiring a new meaning and scale. The norms that determine the legal status of veterans, the system of social guarantees, mechanisms of state support and institutional principles for the implementation of veteran policy are contained in a significant number of laws. Such a ramification formed over a long period of development of legislation does not always ensure proper systematicity of legal regulation. «That is why in modern conditions the issue of systematization and codification in the field of veteran policy is becoming increasingly relevant. In this context, the initiative to develop a veteran code of Ukraine can be considered as an attempt to form a new model of legal regulation of the relevant sphere of social relations», — emphasized Olexandr Skrypniuk.

As the participants of the event noted: «the discussion was extremely meaningful. We discussed not just a document — the future system of guarantees for people who today defend the state. The Veterans Code — is not just a legal construct. It is about the responsibility of the state to those who paid the highest price for its independence. That is why it is extremely important that every norm, every guarantee and every obligation that will be included in the code work not on paper, but in real life.

Following the results of the Round Table, it is planned to prepare and publish a collection of scientific materials, which will include theses of reports and speeches of the event participants. The said publication will summarize the main scientific approaches, doctrinal positions and proposals expressed during the professional discussion, which will contribute to further scientific understanding of the problems of codification of legislation in the field of veteran policy and the formation of conceptual principles for the development of the Veteran Code of Ukraine.
