All-Ukrainian Scientific and Practical Conference "Constitutional Development of Ukraine: Achievements, Challenges, Prospects" (to the 29th Anniversary of the Constitution of Ukraine)
On June 25, 2025, the All-Ukrainian Scientific and Practical Conference “Constitutional Development of Ukraine: Achievements, Challenges, Prospects” (to the 29th anniversary of the Constitution of Ukraine) was held at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine.
The conference was organized by the National Academy of Sciences of Ukraine, the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, and the National Academy of Legal Sciences of Ukraine.
The conference was attended by leading legal scholars of Ukraine, representatives of the National Academy of Sciences, the National Academy of Legal Sciences of Ukraine, their departments whose activities are related to legal science, people's deputies of Ukraine, employees of the Office of the President of Ukraine, scholar-judges of the Constitutional Court of Ukraine, scholars of the High Council of Justice, academicians and corresponding members of the National Academy of Sciences of Ukraine and the National Academy of Legal Sciences of Ukraine, doctors of sciences of scientific universities and specialized higher departmental educational institutions, candidates of sciences, doctoral and postgraduate students, representatives of civil society institutions.

The goal of the Conference was to accumulate the results of scientific research aimed at analyzing historical stages, highlighting current issues and problems of the present, and clarifying the prospects for the constitutional development of Ukraine.
The opening speech at the conference was delivered by the Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Law of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypnyuk.
During the official opening of the conference, Olexander Skrypnyuk welcomed the conference participants and emphasized the relevance of the conference's topics, which are taking place on the eve of the 29th anniversary of the adoption of the Constitution of Ukraine. In his speech, he outlined the main issues that require a doctrinal and legal solution. In particular, the issues related to ensuring and protecting the constitutional rights and freedoms of man and citizen during the war. Currently, the state, — emphasized Olexandr Vasilyevich, — faces a primary task — to ensure its viability, national security, as well as the protection of the lives, rights and freedoms of citizens in conditions of large-scale hostilities and threats to the existence of statehood itself; no less important are the issues of ensuring the uninterrupted and effective operation of state authorities in conditions of war, whose functioning is aimed, first of all, at protecting the sovereignty, territorial integrity of the state, ensuring the operation of the Constitution and laws of Ukraine in the difficult conditions of martial law.
According to him, an independent problem is the complex of issues regarding the legal regime of the temporarily occupied territories of Ukraine; it is important to ensure constitutional law and order and constitutional legality, because despite the special legal regime of martial law, the courts and law enforcement agencies must exercise their powers based on the constitutional principle of the rule of law and recognition of the person as the highest social value. At the same time, today — Olexandr Vasylyovych noted, — We must determine the strategy for the post-war reconstruction of our state and determine the prospects for the further constitutional development of Ukraine as an independent, sovereign, democratic, and legal state. This requires profound transformational changes, which should become the next innovative stage of Ukraine's constitutional development in the post-war period and take place within the paradigm of stability, freedom, and European integration.
«The current Constitution will go down in the constitutional history of Ukraine as the Fundamental Law, which operated in wartime and which became the legal basis not only for martial law, but also for ensuring constitutional law and order, protecting European values, democratic, sovereign future of the Ukrainian state, a sincere affirmation of the invincibility of the Ukrainian people», — summed up Olexandr Skripniuk.

During the work of the scientific and practical conference, the participants received congratulatory words from the President of the National Academy of Sciences of Ukraine, Academician of the National Academy of Sciences of Ukraine, Doctor of Law, Professor Volodymyr Zhuravlya.
A Doctor of Law, Professor, Academician of the National Academy of Law of Ukraine, First Vice-President of the National Academy of Law of Ukraine, Olexander Bandurka, addressed the conference participants with a welcoming speech.Oleksandr Markovych highlighted the main stages of the development of constitutional law in Ukraine. As a witness to those significant events, he described the first emotions of the people's deputies after the adoption of the country's Fundamental Law.And today, according to him, the Constitution of Ukraine is a perfect legal document that is the basis of all national legislation. And constitutional law is the basis of all branches of law.
Invited to speak, Oksana Hryshchuk, judge of the Constitutional Court of Ukraine, Doctor of Law, conveyed greetings to the conference participants from the judge of the Constitutional Court of Ukraine, Acting Chairman of the Constitutional Court of Ukraine, academician of the National Academy of Law and Human Rights of Ukraine, Doctor of Law, Professor Olexander Petryshyn. « We understand the Constitution of Ukraine, — noted Oksana Hryshchuk, — as a system of values, and together we create a doctrine, you — in your scientific works, the Constitutional Court of Ukraine in its decisions. And today we need to remember the decisions of the Constitutional Court of Ukraine, which interpreted the rule of law.
First Deputy Chairman of the Union of Lawyers of Ukraine, Vice-President of the European Ombudsman Institute, Commissioner for Human Rights of the Verkhovna Rada of Ukraine (1998-2012), Candidate of Law Nina Karpachova in her welcoming speech focused on how fundamental human and civil rights are implemented today.
A retired judge of the Constitutional Court of Ukraine, head of the Center for Legal Terminology of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine Sergiy Holovaty addressed the conference participants with a welcoming speech.
The participants of the scientific and practical conference were wished fruitful work by the Ambassador Extraordinary and Plenipotentiary of Ukraine, Judge of the International Tribunal for the Law of the Sea Markiyan Kulyk and the Rector of the National Academy of the Security Service of Ukraine, Doctor of Law, Professor Andriy Chernyak, who were invited to deliver the welcoming speech.
After the introductory and welcoming remarks, the main part of the conference began, at which leading scientists of our country delivered reports dedicated to the problems of the formation of constitutionalism in Ukraine, the development of the Constitution of Ukraine, as well as its implementation under martial law and the challenges of the Russian-Ukrainian war. In particular, the conference was attended by: a report entitled «Constitutional Principles of Transitional Justice in Ukraine», member of the High Council of Justice, Doctor of Law, Professor, Leading Researcher (part-time) of the Department of Criminal Law and Criminology and the Judiciary of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor Oleg Martselyak.
In general, within the framework of the scientific and practical conference, modern Ukrainian constitutionalism and the prospects for the constitutional development of Ukraine were considered; the constitutional and legal foundations of national security and defense of Ukraine. It is also noted that the Constitution of Ukraine became an impetus for the formation of all branches of national law and legislation and the productive development of all spheres of public life: political, economic, social, cultural, environmental, etc.
At the same time, the conference participants emphasized the need to strengthen the protection of the Constitution of Ukraine and the development of its provisions, strengthen the foundations of constitutionalism in Ukraine, ensure constitutional principles and strengthen the guarantees of the constitutional system of Ukraine in order to ensure its sustainable development as a democratic, legal, social state, a full member of the world community, implementing legal measures to strengthen democracy and the rule of law in the face of the challenges and trials of the Russian-Ukrainian war.
In view of this, the Conference Recommendations were unanimously adopted.
