All-Ukrainian Scientific Conference "Integration Paradigms of Territorial Integrity of the State: Ukrainian Constitutional Experience"
On May 22-23, 2026, the All-Ukrainian Scientific Conference “Integration Paradigms of Territorial Integrity of the State: Ukrainian Constitutional Experience” was held at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine.
The organizers of the All-Ukrainian Conference were: The National Academy of Sciences of Ukraine, the V. M. Koretsky Institute of State and Law, the International Association of Legal Historians, the Commission for the History of Ukrainian Law under the Presidium of the NAS of Ukraine.
The conference brought together a wide range of specialists to discuss current challenges related to the protection of territorial integrity in conditions of armed aggression.
At the center of the discussion — Territorial integrity in international and national law. Evolution of the concept of territorial integrity in constitutional and legal thought; Territorial integrity as a constitutional value and principle of public power; Centralization and decentralization of the right to local self-government and participation in public administration as a factor of integration; Legal aspects of integration or reintegration of historically separated territories; Constitutional mechanisms for protecting territorial integrity in conditions of armed aggression. The impact of war on the transformation of Ukrainian constitutional doctrine; The role of international law and international institutions in protecting territorial integrity.
The conference participants were welcomed by Oleksandr Skrypnyuk, Director of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Vice-President of the National Academy of Legal Sciences of Ukraine, Academician of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine; Oleksandr Yarmysh, President of the International Association of Legal Historians, Professor of the Department of Theory and History of State and Law of the National Academy of the Security Service of Ukraine, Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Honored Lawyer of Ukraine.
In his speech, Olexandr Skrypnyuk, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, emphasized that territorial integrity is a key component of the constitutional system and one of the basic principles of the functioning of a democratic state. Violation of this principle in the context of Russian aggression leads to the understanding of mechanisms for protecting territorial integrity in the constitutional-legal and historical-legal aspects. Against the backdrop of the war, there is a need for a scientific understanding of the national legal doctrine, a consistent understanding of the unity of Ukrainian lands. The territorial integrity of Ukraine is not only an object of state sovereignty, but also of national identity, a holistic historical space. Under such conditions, one of the important tasks of domestic legal science is to understand and rethink the essence of the category of territorial integrity in the historical-legal and constitutional-legal context.
After the welcoming speech, the main part of the conference began, which was held in the format of plenary sessions. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Senior Researcher; «Intangible Aspects of State Territory: History and Modernity» — Nataliya Krestovska, Professor of the Department of Maritime Law, National University «Odesa Maritime Academy», Doctor of Law, Professor; «Transformations of the National Health System: Constitutional Experience and European Integration Approaches» — Iryna Senyuta, Head of the Department of Medical Law of the Danylo Halytskyi Lviv National Medical University, Doctor of Law, Professor.
At the end of the first plenary session, the results of the scientific discussion were summarized and a report was delivered on the topic «The Place of Ukraine in Supranational Legal Models of European Integration: Formulation of a Research Problem» by Ihor Usenko — First Vice-President of the International Association of Legal Historians, Leading Researcher of the Department of History of State and Law of Ukraine of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Candidate of Law, Professor, Honored Lawyer of Ukraine.

The Scientific Secretary of the Organizing Committee of the Conference — Evgeny Rominsky, Research Fellow of the Department of History of State and Law of Ukraine of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine noted that the conference was organized within the framework of the research project of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine «The Principle of Territorial Integrity of the State in Ukrainian Legal Thought and Constitutional Practice: Historical and Legal Aspect» (I quarter 2024 — IV quarter 2026).
The conference has become an important platform for professional and interdisciplinary discussion of constitutional and legal mechanisms for ensuring and protecting the territorial integrity of the state in conditions of armed aggression and modern security challenges. The scientific reports, discussions and research presented during the conference are of important theoretical and practical importance for the formation of modern approaches to understanding the territorial integrity of Ukraine.
