At the beginning of 2025, the monograph "Constitutional-legal and theoretical foundations of the modernization of Ukrainian parliamentarism in the conditions of the implementation of the European choice" was published, edited by Academician of the National Academy of Sciences of Ukraine Y.S. Shemshuchenko; academician of the National Academy of Sciences of Ukraine O.V. Skrypnyuk; doctor of legal sciences, professor A.R. Krusyan; doctor of legal sciences, professor O.V. Batanov.
Prepared by a team of scientists of the Institute of the State and Name Law V. M. Koretskyi of the National Academy of Sciences of Ukraine's book largely refers to topical issues of constitutional and legal theory and practice, fills the gaps in scientific studies of the problems of modern Ukrainian parliamentarism, and makes original proposals for the practice of parliamentary construction.
The presented study is dedicated to the problems of formation, modern existence and prospects for the development of the Ukrainian model of parliamentarism, which are very relevant both from the point of view of constitutional and legal science and the theory of constitutionalism, as well as the practice of constitutional construction and democratic modernization of Ukrainian statehood.
The preparation of this monograph was attended by legal scholars who not only dealt with theoretical problems of parliamentarism, but also devoted many years of their lives to practical work in the field of law-making and legislative expertise. After all, along with the development of the theoretical foundations of parliamentarism, representative democracy and legislative power, The Institute has always taken and continues to take part in the preparation of projects of normative legal acts and solving other issues of the practical development of Ukrainian parliamentarism.
The monograph highlights the doctrinal problems of parliamentarism as a constitutional-legal phenomenon, concept, international standard and object of reception in constitutional law. The conceptual constitutional problems of the formation and development of parliamentarism in modern Ukraine in the context of European experience are considered. Attention is focused on the fundamental challenges of modernization of parliamentarism in Ukraine from the standpoint of the principles of classical constitutionalism. The debatable issues of the functioning of parliamentarism in the conditions of different political regimes are analyzed. The issue of formation and development of parliamentary law in Ukraine is studied.The constitutional and legal aspects of parliamentarism in Ukraine are highlighted in the context of digital modernization of the state and society. The problems of the development of parliamentarism in Ukraine in the context of decentralization and territorial governance reform are considered. Issues of the development of parliamentarism are raised in the focus of constitutional and legal responsibility. The problems of the development of parliamentarism in the context of the national idea and legal doctrine of Ukraine are studied.
