Meeting of the Expert Council under the Ministry of Veterans Affairs of Ukraine

On May 21, 2026, at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, another meeting of the Expert Council under the Ministry for Veterans of Ukraine was held with the participation of veterans, representatives of the veteran community, scientists and heads of specialized structural units of the Ministry.

The Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Vice-President of the National Academy of Sciences of Ukraine, Doctor of Law, Professor Oleksandr Skrypnyuk addressed the participants of the event with a welcoming speech, who emphasized the importance of combining scientific, state and practical approaches in the formation of modern veteran policy of Ukraine, and also outlined the role of the Institute's employees in the scientific development of this area.

The vector of the meeting's work and agenda were outlined by the Deputy Minister for Veterans of Ukraine, veteran Ruslan Prykhodko. During the discussion, attention was drawn to topical issues that require joint work by the Ministry, the scientific community, and veterans. In particular, the heads of the structural divisions of the Ministry focused on the need to develop advanced training programs for psychologists, support specialists, social workers and other specialists who carry out professional activities related to the adaptation of veterans and their return to civilian life.

The relevant issues were presented by the Director of the Department of Social Policy Nataliya Humenyuk, Head of the Department of Physical and Mental Health, veteran Vyacheslav Chernenko, and Head of the Department of Psychological Support of the Department of Physical and Mental Health, veteran Oleksandr Farmagey.

The scientific discourse was moderated by the Head of the Expert Council under the Ministry of Veterans Affairs of Ukraine, Deputy Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Academician of the National Academy of Sciences of Ukraine, Honored Lawyer of Ukraine Nataliya Onishchenko.

The participants of the meeting made a decision on further development methodological approaches to the accreditation of educational programs, development of a model for training veterans and its coordination with the Ministry of Education and Science of Ukraine. Separately, the issue of the possibility of simplified admission of veterans to higher education institutions and the creation of preparatory departments for their training was discussed. The participants paid special attention to the joint finalization of the draft «Code of Ukraine on the Protection of Statehood, Independence and the Status of Defenders of the State», designed to create a comprehensive legal framework for long-term support for veterans, members of their families, members of the families of the deceased, deceased veterans and other categories of Defenders of Ukraine.

An important focus of the meeting was also the issue of conducting systematic patriotic and educational work in society, taking into account international experience and modern challenges related to supporting veterans and forming public respect for the defenders of Ukraine. During the meeting, the Director of the Academician Ivan Lutsky Research Institute of King Danylo University, Doctor of Law, Professor Roman Lutsky, delivered a report on the theoretical and methodological foundations of the formation of the figure of a veteran.

The discussion was actively attended by a member of the Expert Council, Candidate of Law, veteran Volodymyr Petrenko, as well as representatives of the veteran community, who expressed their own suggestions and comments on the development of methodological approaches in the field of veteran policy. The veteran community was greatly interested in the discussion of a joint monographic study of veterans and scientists dedicated to individual issues of the development of veteran policy.

The participants of the meeting emphasized the need for further consolidation of the efforts of state bodies, scientific institutions and the veteran community to form an effective, systemic and people-centered veteran policy in Ukraine.
