On March 3, 2026, a meeting of the Academic Council of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine was held

On March 3, 2026, a meeting of the Academic Council of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine was held, which was opened by the Director of the Institute, Doctor of Law, Professor, Academician of the National Academy of Laws of Ukraine, Vice-President of the National Academy of Laws of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypnyuk.

Olexandr Skrypnyuk informed the members of the Academic Council about the progress of scientific research, the results of which led to the publication of Scientific Notes in the series "Library of the Lawmaker". The Chairman of the Academic Council presented 13 Scientific Notes prepared by the Institute's scientists.

So, the main part of the Academic Council meeting was devoted to considering the issue of accepting research papers as completed topics. The following spoke during the consideration of this issue: Anatoly Babaskin, Head of the Department of Civil and Legal Sciences, Senior Researcher, Doctor of Law, Professor; Olga Andriyko, Leading Researcher of the Department of Public Administration and Administrative Law, Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Honored Lawyer of Ukraine; Zoya Zagynei-Zabolotenko, Head of the Department of Criminal Justice and Criminology, Doctor of Law, Professor.

In his report “Problems of Legal Regulation of Civil Relations in Post-War Ukraine”, Anatoly Babaskin noted that based on the results of the research conducted by scientists of the Department of Civil Law Sciences, gaps and inconsistencies in civil, civil procedural, and family legislation were identified and ways were proposed to increase the effectiveness of the law in this area and to formulate scientific proposals and provisions on improving the legal regulation of legal relations in the field of obligations, property, contract law, etc. The results of the scientific research were reflected in a collective monograph prepared for publication. A total of 145 scientific papers have been published, including 55 articles in professional publications and 8 chapters in collective monographs.

Olga Andriyko focused on the main aspects of the implementation of scientific and research work on the topic "Administrative and legal support for the functioning of executive bodies and the financial sphere of Ukraine in the war and post-war period".

Zoya Zagynei-Zabolotenko informed the Academic Council of the Institute about the results of the scientific and research work of the Department of Criminal Justice and Criminology "Crimes in Wartime in Ukraine: Problems of Prevention, Criminalization and Implementation of Criminal Responsibility". The speaker noted the purpose of the research, focused on the main results of the research, which include the publication of two monographs, the organization and holding of 4 scientific and practical events, of which - three annual Kyiv Polylogues, preparation of a manuscript of a collective monograph on the topic of scientific research, scientific conclusions commissioned by state authorities on the issues of scientific research, as well as conclusions within the framework of the activities of the Scientific Advisory Councils under the Supreme Court, under the Constitutional Court of Ukraine, publication of scientific articles in professional legal publications of Ukraine and in publications in the scientometric databases Scopus and/or WoS. The scientific and practical value of the research results obtained by the department's employees in the course of the research was emphasized.

The Academic Council approved the reports heard.

The members of the Academic Council recommended the manuscripts of the publication for publication:

1. Collective monograph "The Phenomenon of Law Implementation in the Context of Modern Scientific Discourse" edited by Doctor of Law, Professor N.M. Parkhomenko;

 Monograph "Administrative Law and National Security: Theory, Methodology, Practice" by Doctor of Law, Professor D. O. Bezzubov;

3. Yearbook of Scientific Papers "Rule of Law" No. 37/2026.

The issue of the Department of Postgraduate and Doctoral Studies was also considered.
