Round table "Legal principles of the functioning of the High Anti-Corruption Court: challenges and prospects"

On May 20, 2026, a Round Table was held at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine on the topic: “Legal Principles of the Functioning of the High Anti-Corruption Court: Challenges and Prospects”.

The event was organized by the National Academy of Sciences of Ukraine, the National Academy of Legal Sciences of Ukraine, the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, the Association of Ukrainian Lawyers, and the Center for Policy Formation.

The goal of the Round Table is to unite the efforts of scientists and practitioners in solving theoretical and practical problems of preventing corruption, as well as developing recommendations for improving the current legislation of Ukraine and the practice of its application in the field of combating corruption.

Experts, scientists, people's deputies of Ukraine, lawyers, representatives of public organizations discussed topical issues of the functioning of the High Anti-Corruption Court; issues of improving the legal regulation of the activities of the Anti-Corruption Court; features of the limits of discretion of the High Anti-Corruption Court and its judges, as well as features of protecting children's rights in conditions of armed conflicts.

The reports were delivered by Oleksandr Skrypnyuk, Doctor of Law, Professor, Vice-President of the National Academy of Legal Sciences of Ukraine, Academician of the National Academy of Legal Sciences of Ukraine, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine; Dmytro Mykhailenko, Deputy Chairman of the High Anti-Corruption Court; Vasyl Kostytsky, Doctor of Law, Professor, Academician of the National Academy of Laws of Ukraine, President of the Association of Ukrainian Lawyers; Oleg Martselyak, Doctor of Law, Professor, Leading Researcher at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine; Mykola Marchenko, Candidate of Law, Leading Expert in Constitutional and Electoral Law of the Association of Ukrainian Lawyers; Vladislav Kubalsky, Candidate of Law, Senior Researcher at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine; Oleg Dunda, People's Deputy of Ukraine; Maksim Kostetsky, Head of the Center for Policy Formation.

The Round Table also took part in the work of the following: Stanislav Belyaev, attorney, managing partner of the Law Association ‘Belyaev and Partners’; Marina Havrylyuk, attorney, managing partner of the Law Association ‘Unimind’; Volodymyr Yurchenko, Head of the Public Organization ‘Ukrainian Alliance’; Tetyana Khutor, Head of the Analytical Center ‘NGO ‘Institute of Legislative Ideas’; Anton Podlutsky, Editor-in-Chief of the Online Edition ‘KyivVlad’; Oleg Berezyuk, Head of the NGO ‘Ukrainian Legal Society’ and others.

The participants of the Round Table noted that the discussed problem is extremely urgent, since the fight against corruption is a component and an important element of the existence of a democratic state based on the rule of law. At the same time, anti-corruption processes in general and the activities of a specialized court should not be a tool for achieving political goals, but a real legal mechanism that operates within the paradigm of the rule of law. Therefore, there is an urgent need to eliminate the negative consequences and shortcomings in the fight against this negative social phenomenon, which would provide a path for the development of the future Ukraine as a successful and democratic one.
