Round table "Legislative support for effective public administration in conditions of martial law and European integration: challenges and prospects for development"
On October 21, 2025, the Round Table «Legislative Support for Effective Public Administration in Conditions of Martial Law and European Integration: Challenges and Prospects for Development» was held at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine in a mixed format (offline and online in video conference mode on the ZOOM platform).
The Round Table was organized by the V. M. Koretsky Department of Theory of State and Law of the National Academy of Sciences of Ukraine.
The conference was attended by leading scientists, practicing lawyers, judges of the Constitutional Court of Ukraine, representatives of state bodies and civil society. The participants of the Round Table discussed the current challenges, problems, features and prospects for the development of Ukrainian legislation with a view to increasing the efficiency of public administration in conditions of martial law and European integration.
Opening the event, Nataliya Parkhomenko, Head of the Department of Theory of State and Law of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Corresponding Member of the NAS of Ukraine, Corresponding Member of the NAPRN of Ukraine, Honored Lawyer of Ukraine noted that the scientists of the Institute are carrying out a research topic, related to the preparation of the Concept of the Development of Ukrainian Legislation for the Post-War Five Years in accordance with the Law of Ukraine "On Legislative Activity". And today there are already certain results, and at the same time there is still a need to discuss this issue and make some improvements.
The participants of the event were welcomed by Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Vice-President of the National Academy of Law of Ukraine, Academician of the National Academy of Sciences of Ukraine Olexandr Skrypnyuk. In his speech, Oleksandr Vasylevich noted that the topic of today's Round Table is of great importance, since the Institute has been assigned an important task - the implementation of a research topic that involves monitoring industry legislation and preparing proposals for its improvement.
A welcoming speech and a report on «The Principle of the Rule of Law in the Legal Positions of the Constitutional Court of Ukraine» were delivered by Oksana Hryshchuk, judge of the Constitutional Court of Ukraine, Doctor of Law, Professor.
After the introductory and welcoming remarks, the main part of the Round Table began, at which leading scientists of our country delivered reports dedicated to the prospects for reforming Ukrainian legislation in the context of European integration and post-war reconstruction of the state. Summing up the results of the Round Table, Nataliya Parkhomenko emphasized that a fruitful discussion took place, which contributed to the development of specific proposals for improving and streamlining Ukrainian legislation.
In turn, Olexander Skrypnyuk noted that the current event testifies to the importance of the Institute's direction of activity and the solution of the problems that the state poses to us.
In general, the Round Table participants noted the need to strengthen the role of legal mechanisms in ensuring stability, transparency and efficiency of management processes, increasing the level of readiness of state institutions to act in crisis conditions, strengthening citizens' trust in government bodies, successful completion of Ukraine's European integration and post-war reconstruction of the state. After the discussion, Recommendations were prepared.
