Round table "Local self-government in Ukraine: current state, challenges, prospects in the context of European integration"

On October 14, 2025, a Round Table was held at the V. M. Koretsky Institute of State and Law of the NAS of Ukraine: «Local Self-Government in Ukraine: Current State, Challenges, Prospects in the Conditions of European Integration».

The event was organized by the Center for Political and Legal Reforms together with the V.M. Koretsky Institute of State and Law of the NAS of Ukraine with the support of the "U-LEAD with Europe" Program, which is jointly funded by the EU and its member states - Germany, Denmark, France, Poland and Slovenia.

Experts, scientists, representatives of government bodies and local self-government discussed the main challenges and directions for the development of local self-government in Ukraine in the context of European integration.

The development of local self-government remains a key element of state policy, because it is precisely on its effectiveness that the ability of communities to influence the development of their territories and the quality of people's lives depends.

The Deputy Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Legal Sciences of Ukraine, Honored Lawyer of Ukraine Nataliya Onishchenko addressed the participants of the Round Table with welcoming words; People's Deputy of Ukraine, Head of the Committee of the Verkhovna Rada of Ukraine on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning Olena Shulyak; Director of the Department of the Ministry of Development of Communities and Territories of Ukraine Mykola Rubchak; Head of the Department of Support for Multilevel Governance «U-LEAD with Europe» Sören Herbst.

The Round Table was attended by: Chairman of the Board of the Center for Political and Legal Reforms Ihor Koliushko; Doctor of Law, Professor Olexandr Batanov; Doctor of Law, Professor, Academician of the National Academy of Law and Humanities of Ukraine Anatoliy Zayets; Doctor of Public Administration, Professor Vasyl Kuybida; Doctor of Law, Professor Olena Boryslavska; Doctor of Law, Associate Professor Oleg Ilnytsky and others.

The discussion covered: harmonization of Ukrainian legislation with the European Charter of Local Self-Government; improvement of the Concept of Local Self-Government Reform; granting communities the status of legal entities under public law; etc.
