V. M. Koretsky Institute of State and Law of the National Academy of Sciences of UkraineAnd together with Administration of the State Border Guard Service of Ukraine, National Academy of Legal Sciences of Ukraine, Bohdan Khmelnytsky National Academy of the State Border Guard Service of Ukraineacted as co-organizers of the Scientific and Practical Conference «Mikhnovsky Legal Readings», which took place on March 31, 2025. The event was dedicated to one of the ideologists of Ukrainian independence, Mykola Mikhnovsky.

The participants of the scientific and practical conference were welcomed by the Head of the State Border Guard Service of Ukraine, Lieutenant General Sergiy Deyneko, People's Deputy of Ukraine Olexandr Bakumov, People's Deputy of Ukraine Pavlo Sushko, Deputy Minister of Internal Affairs of Ukraine Olexiy Sergeev, President of the National Academy of Legal Sciences of Ukraine Volodymyr Zhuravel, Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine Oleksandr Skrypynyuk, Rector of the Yaroslav the Wise National Law University Anatoly Getman, Head of the National Defense University of Ukraine Mykhailo Koval, other leading scientists.

The Head of the State Border Guard Service of Ukraine, Sergiy Deyneko, emphasized that "against the backdrop of global processes in the world and challenges associated with a change in the security paradigm, the desire of individual states to revise the world order, the struggle for resources and the satisfaction of their imperial ambitions, Ukraine has found itself at the epicenter of new threats related to the preservation of Ukraine's territorial integrity and sovereignty". For over 10 years, our state has been confronting its eternal enemy - the Russian Empire, which comes every time in a new guise, but with a single goal - to destroy Ukraine and all Ukrainians forever. Therefore, since February 2022, along with combating illegal migration, drug trafficking, smuggling, and other types of cross-border crime, the State Border Service as part of the Defense Forces has been repelling the full-scale armed aggression unleashed by the Russian Federation against Ukraine.

As noted by the Vice-President of the National Academy of Sciences of Ukraine, Doctor of Law,  Academician Oleksandr Skrypnyuk, «the proclamation of Ukraine's independence provided an opportunity to return this truly titanic figure to scientific and state life. An outstanding intellectual, ideologist of independent Ukraine, there is probably no area of ​​public life to which Mykola Mikhnovsky, the creator of the first Constitution of Ukraine of the 20th century, would not have made his contribution.His achievements and titanic work make him an invaluable contribution to the course of Ukrainian statehood.» 

The conference was also attended by Doctor of Law, Professor, Leading Researcher of the Department of International Law and European Union Law of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine Nataliya Kaminska.

Summing up the event, the conference participants identified areas for further cooperation and detailed research that will allow the modern Ukrainian state to accumulate maximum historical experience and the most modern developments for the fastest possible reconstruction and development in the post-war period. The conference itself should become a good tradition and a platform for joint work on studying historical, legal and other aspects of the development of Ukrainian statehood.
