Main areas of scientific activity

Main areas of scientific research: theory and practice of improving public administration; legal regulation of public administration in the field of economic management; organizational and legal support for the scientific and technological development of the country; development of key institutions of administrative law based on the updating of the national administrative and legal doctrine; deepening the theoretical and scientific-practical principles of public administration reform, the formation of the institution of public administration; administrative and legal regulation of relations between public administration bodies and citizens; administrative and legal regulation of the civil service and reforming law enforcement agencies; conceptual principles of reforming the institute of administrative responsibility, problems of development of administrative justice in Ukraine.

The main focus is on fundamental aspects of research, which is characteristic of an academic scientific institution, in particular: the development of key institutions of administrative law based on the renewal of the national administrative and legal doctrine; deepening the theoretical and scientific and practical foundations of public administration reform, the formation of the institute of public administration; research into administrative and contentious legal relations and problems of the formation of administrative justice in Ukraine.

In addition, the fundamental foundations of Ukrainian administrative law science are systematically presented in the first academic course of administrative law in Ukraine - «Administrative Law of Ukraine. Academic Course: Textbook: in 2 volumes» (Kyiv, 2004—2005). In 2007, the first volume of the textbook was republished with changes and additions. In 2009, the second volume of the academic course «Administrative Law of Ukraine» was updated and republished.

In 2011, the team of the Department of Public Administration and Administrative Law prepared and published the book «V. B. Averyanov. Selected Scientific Works», which presents the life and creative path of the outstanding Ukrainian scientist.

The participation of the department's representatives in legislative activities is quite significant. In particular, the department's scientists at different periods participated in the development of: the draft Law of Ukraine «On Civil Service» (1993—2015); the draft Law of Ukraine «On Ministries and Other Central Executive Bodies» (1998—2015); Draft Administrative Procedural Code of Ukraine (1998—2015); Draft Amendments to the Constitution of Ukraine (2007-2010); Draft New Concept of Administrative Reform in Ukraine (Public Administration Reform) (2007—2009); Draft Code of Administrative Offenses (2008); draft amendments to the Code of Administrative Procedure of Ukraine (2008—2011), a new version of the Law of Ukraine «On Citizens' Appeals» (2017—2018), a draft Law of Ukraine «On Administrative Procedure» (2003—2019), amendments to the Laws of Ukraine «On the Cabinet of Ministers of Ukraine» and «On Central Executive Bodies» (2019).

Recognized scientific schools – public administration and administrative law.

Prospects for the development of scientific research: administrative and legal support for the activities of public administration bodies in the context of decentralization of executive power; financial and budgetary decentralization.
