The General Meeting of the Department of History, Philosophy and Law of the National Academy of Sciences of Ukraine was held

On April 29, 2025, the General Meeting of the Department of History, Philosophy and Law of the National Academy of Sciences of Ukraine was held in the premises of the V.I. Vernadsky National Library of Ukraine.

The work was attended by: Director of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Academician of the National Academy of Sciences of Ukraine, Vice-President of the National Academy of Sciences of Ukraine, Honored Lawyer of Ukraine Oleksandr Skrypnyuk; Scientific Secretary of the V. M. Koretsky Institute of State and Law of the NAS of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine, Acting Head of the Department of Constitutional Law and Local Self-Government Angelika Krusyan; Head of the Department of Theory of State and Law, Doctor of Law, Professor, Corresponding Member of the National Academy of Law of Ukraine, Corresponding Member of the National Academy of Law of Ukraine, Honored Lawyer of Ukraine Nataliya Parkhomenko; Chief Researcher of the Department of Theory of State and Law, Doctor of Law, Professor, Corresponding Member of the National Academy of Law of Ukraine, Academician of the National Academy of Law of Ukraine Vasyl Sirenko; Senior Researcher of the Department of Agrarian, Land, Environmental and Space Law, Candidate of Geographical Sciences, Associate Professor, Honored Lawyer of Ukraine, Academician of the Ukrainian Ecological Academy of Sciences (Department of Law and Management) Vyacheslav Oleshchenko;Head of the Department of Criminal Law, Criminology and Judicial System, Doctor of Law, Professor Zoya Zagynei-Zabolotenko.

During this meeting, the results of the scientific work of the Department's institutions for 2024 were discussed, as well as the prospects for the development of fundamental and applied research in the field of socio-humanitarian sciences. A report on this topic was presented by Academician-Secretary of the Department of History, Philosophy and Law of the National Academy of Sciences of Ukraine, Academician of the NAS of Ukraine V.A. Smolii. Valeriy Andriyovych emphasized that a significant increase in topics was observed in the legal field. New directions in the research field are noticeable at the V.M. Koretsky Institute of State and Law. In particular, the works of O. Kresin, O. Batanov, N. Onishchenko and works of an anniversary nature.

After the report, V. A. Smolii presented diplomas to the winners of the NAS of Ukraine awards among young scientists and students of higher education institutions.

A number of scientific reports were made at the General Meeting. In particular, a report was heard by a leading researcher of the Department of International Law and European Union Law of the V. M. Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine, Doctor of Law, Professor L. G. Falaleeva on the topic: «Peculiarities of the implementation of European Union standards in the legal order of Ukraine». In her speech, Professor L. G. Falalieiva emphasized that the most important place among national interests, domestic transformations and foreign policy priorities is occupied by the practical implementation in the foreseeable future of Ukraine's international legal position regarding accession to the EU, constitutionalized European choice, reinforced by the acquisition of EU candidate status on June 23, 2022.

EU standards cover many areas of legal regulation, but previously they were mostly identified with technical standards, since the latter are the most common, are a consequence of European economic integration within the EU, and are one of the important factors in the functioning of the single market.

The term "EU standards" is used frequently, but there is no single unified definition. A summary of existing conceptual approaches to defining the term "EU standards" gives grounds for concluding that it concerns, in particular, the values ​​and principles on which the EU is founded; its acquis, which develops through practice and whose elements correspond to common values; and the decisions of the Court of Justice of the EU. Common values ​​are part of EU standards and must be shared by both Member States and partner countries, who must be committed to implementing them and ensuring respect for them.

«Adoption of EU standards is not enough, it is necessary to create appropriate mechanisms for their application and implementation at the national level», — the scientist emphasized. According to L.G. Falaleeva, the concept of implementation has important theoretical and practical significance for the development of national lawmaking and law enforcement. Ukraine is the only state that has acquired the status of a candidate for accession to the EU, has activated implementation processes under the legal regime of martial law, in the conditions of repelling Russian aggression. « Ukraine's candidate status creates certainty, a palette of new opportunities for the state and society, which are important to use as effectively as possible. Now — it is a historical necessity», — summed up L.G. Falalieieva.

Professor L. G. Falalieieva thanked those present for the opportunity to speak in a friendly professional circle.

The participants of the meeting discussed the report of V. A. Smolii, the speeches and approved the results of the scientific work of the institutions of the Department of History, Philosophy and Law of the NAS of Ukraine for 2024.
